The Flip-Flop Policy of Sharif Hassan Sheikh Aden

Sharif Hassan Sheikh Aden the
former Speaker of Parliament of the Transitional Federal
Government of Somalia (TFG) has a nickname, ‘Razor’,
because of his attributes of being cunning and sharp
in his political moves. He first emerged into the spotlight
of Somali politics in September 2004 after being elected
as the Speaker of Parliament during the formation of
the TFG in Mbagathi, Nairobi. According to information
he submitted at that time the highest education level
he achieved was Intermediate School, and claimed to
have been a merchant who traded in Hides and Skins and
also the semi narcotic drug leaf Khat. He unanimously
defeated his nearest rival for the election of the Speaker,
Sheikh Aden Madobe who was supported by Colonel Abdullahi
Yusuf - while he Sharif Hassan had the support from
most of the other warlords, namely Mohamed Qanyare,
Osman Atto, Muse Sudi, etc.this article ref history

18th September 2004: Sharif
Hassan on this day chaired the TFG Parliament meeting.
After that Colonel Yusuf was elected President of TFG
on 10th October 2004 and sword in three days after.
However it was an open secret that the two prime leaders
of the TFG did not see eye to eye. President Yusuf was
irked by the fact that his staunch ally Aden Madobe
lost to Sharif Hassan. But the latter had the support
of most MP’s from the Hawiye and Rahanweyn clan thus
did not dread the continues political threats he received
from President Yusuf and his supporters within the TFG.
17th March 2005 : In an infamous
meeting of TFG parliamentarians held at a Nairobi hotel
produced a fracas among the 217 attendees in which chairs
and tables were used as a weapons in contrary to AK47
which they would have used had they been back at their
turf. This was a result of after the Speaker, Sharif
Hassan, announced the outcome of vote counted through
raised hands. The motion under debate was whether to
allow or not troops from neighboring countries as peace-keepers
into Somalia. The nay supporters won by overwhelming
majority.. It was a motion instigated by President Yusuf’s
supporters and one that had his blessings, but the parliament
rejected it.
11th May 2005: With the encouragement
and request of President Yusuf 152 MP’s of TFG Parliament
held a session under the chairmanship of the Deputy
Speaker Mohamed Omar Dalha. In the meeting a consensus
was reached which instructed that the newly formed TFG
should set its base in Jowhar and Baydhabo rather than
the capital, Mogadishu. The irony of the session and
one which questions its authenticity was that it was
held and called for while the Speaker of Parliament,
Sharif Hassan, was present in the same city the meeting
was held in and was never informed nor was his permission
sought.
12th May 2005: In reaction to a parliament
session held without his notification and in his absence
Sharif Hassan made an announcement. He directed the
Members of Parliament to accompany him in his trip to
Mogadishu where the official second session of Parliament
will be held. This announcement was first to nullify
the session held in his absence by calling for an ‘official’
second session to be held in Mogadishu. And secondly
it was to defy the authority of President Yusuf who
has always argued that the capital city was not a safe
haven for the TFG to be seated at that present time.
Sharif Hassan and his entourage of MPs were well received
in Mogadishu and both the local and international media
reported a unexpected events of felicity. The International
Community were surprised to see the level of support
Sharif Hassan and his delegation were accorded upon
their arrival in Mogadishu which was a complete contrast
to the negative believe they held. However it was becoming
more apparent and beyond any doubt now that the TFG
was divided into factions, one led by Sharif Hassan
and the other by President Yusuf. It was feared that
this was the beginning of the end of the TFG.
13th June 2005: A ceremony marking
the departure of the TFG, nine months after its formation,
from their host country, Kenya, to their new base in
Jowhar, Somalia was held in State House Nairobi. President
Yusuf who delivered a speech at the function stated
that all members of parliament were on 12th
of June 2005 officially disbanded and ordered
the cabinet to each return to the region of their origin
and fulfill the agreed terms. After the ceremony President
Yusuf left for Qatar and the Prime Minister of TFG,
Ali Mohamed Geedi, left for Jowhar.
19th June 2005: Government of Yemen
announced that it will convene a meeting to resolve
the difference amid the two factions of the TFG. However
by 25th of June it failed to bring the two disputing
parties together. President Ali Abdalla Salih of Yemen
held a closed door meeting with his counterpart President
Yusuf , and also had a separate meeting with the Speaker
of Parliament Sharif Hassan.
As it was revealed later Sharif Hassan negotiated both
with President Abdalla and President Yusuf over the
phone and scaled down from his pre-conditions. At the
same time Sharif Hassan through his influence within
the warlords in Mogadishu hampered the ongoing effort
to rid Mogadishu of all road - blocks. It is believed
he has focused on now to present the city as anarchic
beyond repair. It was no surprise that he negotiated
that the seat of government move from Jowhar to Baydhabo
his hometown in South-West of Somalia.:
29 December 2005: Sharif Hassan left
for Dubai from Mogadishu, and on the same night from
Dubai secretly traveled to Aden, Yemen. According to
two people who accompanied him in that trip – the Speaker
accepted money donation from President Salih. The amount
of the money given to Sharif Hassan was reported to
be $ 2.0 m, and it was disguised as a donation to assist
him move the parliament seating to Baydhabo but in reality
was a way to overcome his opposition to President Yusuf
. He duly signed a document verifying the end of political
conflict amid the two factions within the TFG. Sharif
Hassan consolidated and compromised his position without
the consultation and awareness of his allies in the
TFG.
5th January 2006: President Abdalla
of Yemen flanked by President Yusuf and Sharif Hassan
announced the end of stalemate between the President
and the Speaker of Parliament of the TFG. Colonel Yusuf
making use of the leverage of President Abdalla urged
Sharif Hassan to agree in writing to pass through Parliament
a Bill allowing the deployment of foreign troops into
Somalia regardless where they are from. Sharif Hassan’s
supporters were bewildered and surprised by the condition
of agreement in which their leader has entered into.
30th January 2006: Sharif Hassan while
in Nairobi at this time announced that the Parliament
will convene in Baydhabo with all its members present.
11th February 2006: Sharif Hassan had
a meeting with President Yusuf and PM Geedi in Galkayo,
Somalia . In there he confirmed that in the recent upcoming
session of Parliament in Baydhabo his supporters will
pass through a motion favoring the deployment of foreign
troops in Somalia with differentiating whether they
are from neighboring countries or not – all local news
portals and the Somali websites reported the story and
showed a pictures of President Yusuf , PM Geedi and
the Speaker holding hands up high in jubilation and
total agreement..
15th February 2006: The Speaker of
the TFG Parliament officially opened parliament session
in Baydhabo . Prior to that all members of Parliament
were paid their salary amounting to $900 each. They
were expected to use this as a means of transportation
to Baydhabo from their place of presence at that time..
25th June 2006: Sharif Hassan chairing
the Parliament session announced that after a long debate
and consultation among the members the Legislative Council
it has been decided to allow the deployment of foreign
troops as peace keepers into Somalia without preferences
to the origin of the country they come from –this in
literal and legal terms allowed the use of Ethiopian
troops as peace keeping forces in Somalia.
Sharif Hassan’s effort in making sure that the Bill
that permitted the deployment of foreign troops in Somalia
even if they are from states bordering through the parliament
was rewarded with a chair in National Security Council
Committee. In addition to that he was given the free
hand to manage $2 m. donation from Sudan which was intended
for the rehabilitation and reconstructing the Somali
National Army. That money never made it to its destination.
